Opening up to the big city

Clichy-Montfermeil is an urban conglomeration of two cities, Clichy-sous-Bois and Montfermeil, located 15km north-east of Paris. Cumulating numerous socio-economical handicaps, its population (made of varied ethnic groups) became sadly renowned in 2005. At this time, important riots broke out, highlighting important radicalization and isolation issues in the suburbs. Benefiting from the ANRU, the largest urban renovation program ever put up in France, Clichy-Montfermeil’s remoteness from the lack of public transports will be soon a bad memory, with the new subway line 16 and tram line 4 coming up in 2017. This new network of infrastructures will thereby have the effect of anchoring the city in the metropolitan landscape of the “Grand Paris”.

New infrastructures but not only!

In this context, the aim of the Ergapolis contest was to provide new ideas to shift this symbol of the typical French tough suburb into an attractive territory where the local population becomes an active part of the cultural life. The starting point of the project was to go along with the state’s decision to renovate a decrepit office building, the Utrillo Tower, into an antenna of the Villa Medici, a world renowned artist’s residence in Rome.

Connecting people through culture

In order to open up this international cultural equipment to the people of Clichy-Montfermeil, we decided to keep it and to pop its program into small additional cultural poles. These are meant to dynamize the local economy, meanwhile associating the local population to the activities happening in the Villa. In the short run, a professional training center prepares the inhabitants to integrate the new jobs generated by the upcoming Villa Medici. In the medium run, intermediary cultural equipments are opened (auditorium, exhibition centers…) to galvanize a progressive local cultural openness. In the long term, the coming about of the public transports and the Villa Medicis is well prepared by this adaptative process.
